National & County Government Coordinating Summit
Establishment
The National and County Government Co-ordinating Summit (Summit) is established pursuant to Section 7 of the IGRA, 2012 as the apex body for intergovernmental relations – the structure for interactions among the top executives of the governments at both levels.
The Structure
The Summit comprises the President – or in the absence of the President, the Deputy President, who serves as the chairperson – and the governors of the forty-seven counties. The chairperson of the Council of Governors (CoG), elected under Section 19 of the IGRA (2012), serves as the vice chairperson of the Summit.
Meetings of the Summit
Pursuant to Section 9 of the IGRA, 2012, the Summit is required by statute to meet at least twice a year.
Reports by the Summit
The Summit, under Section 10 of the IGRA, 2012, is mandated to submit an annual report to the National Assembly, the Senate, and the county assemblies, within three months after the end of every financial year.
