Mandate and Functions

Mandate

IGRTC's mandate is to ensure harmonious intergovernmental relations in Kenya in the context of the devolved system of government. IGRTC is established pursuant to Sections 8–13, 24–29 and 30–34 of the IGR Act, 2012, as an intergovernmental structure whose main objective is to provide a forum for consultation, cooperation and coordination between the national and county governments, and among county governments, in furtherance of the objects and principles of intergovernmental relations espoused in the IGR Act, 2012.

Functions of IGRTC

1. Be responsible for the day-to-day administration of the Summit and of the Council, and in particular:
   1. Facilitate the activities of the Summit and of the Council; and
   2. Implement the decisions of the Summit and of the Council.
2. Take over the residual functions of the transition entity established under the law relating to transition to devolved government, after dissolution of that entity.
3. Convene a meeting of the forty-seven County Secretaries within thirty days preceding every Summit meeting.
4. Establish and coordinate sector working groups or committees for the better carrying out of its functions.
5. Promote intergovernmental dispute resolution mechanisms.
6. Perform any other function as may be conferred on it by the Summit, the Council, the Act, or any other legislation.
