Dr. Kipkurui Chepkwony is an accomplished devolution and intergovernmental relations expert with over 15 years of experience. He is currently the Secretary/Chief Executive Officer (CEO) of the Intergovernmental Relations Technical Committee (IGRTC).

Dr. Chepkwony holds a Master's degree in Development Studies from Kisii University, a Master Certificate in Business Management and Leadership from the London Graduate School, and a Bachelor's Degree in Biochemistry and Molecular Biology from Jomo Kenyatta University. He was awarded an Honorary Doctor of Humanities by Commonwealth University and has received various other awards in recognition of his outstanding service to governance and community development.

Before joining IGRTC as the CEO, Dr. Chepkwony was the Technical Lead for Intergovernmental Affairs at the Presidential Economic Transformation Secretariat, under the Executive Office of the President. He also served as the Secretary-General of the County Assemblies Forum from July 2019 to August 2022, where he demonstrated strategic leadership through enhanced collaborative partnerships with both state and non-state actors. During this time, he was elected as an Executive Committee member of the East Africa Local Governments Association (EALGA). His efforts included strategic lobbying for the improvement of MCAs' welfare and enhancing the public's understanding of their roles.

Dr. Chepkwony served as an elected Member of the County Assembly (MCA) for Tinderet Ward in Nandi County for 10 years (March 2013 to August 2022). He started his career in the medical sector, working as a manager at Reckitt Benckiser between October 2010 and September 2011, and previously as a medical representative at Medisel (K) Ltd from January 2008 to December 2009 and Glenmark Pharmaceuticals from January 2011 to September 2011.

His proficiency extends to strategic stakeholder engagement, resource mobilization, and policy advocacy, all underpinned by a commitment to high ethical standards, positioning him as a capable leader adept at navigating multifaceted challenges with ease.

Ms Ndwiga is a seasoned professional with an extensive career spanning almost two decades across various government agencies, currently holding the position of Director of Summit, CoG, and Intergovernmental Structures at IGRTC. Her professional journey underscores a profound mastery of devolution, governance, and leadership, with a distinct focus on governmental initiatives.

Her academic credentials include a Master's in Governance and Leadership from JKUAT, a Bachelor's in Business Management from Karatina University, and a Diploma in Strategic Human Resources Management from the University of Nairobi (UON). She is an associate member of the Kenya Institute of Management.

Throughout her career, Ms Ndwiga has held pivotal roles, including Deputy Clerk for the Laikipia County Council and subsequently the Laikipia County Assembly. Her expertise in legislative processes, intergovernmental relations, finance, and Human Resources has been instrumental in coordinating and executing eight annual and five virtual Summit meetings.

As an acting CEO, she was instrumental in strategic initiatives that included the unbundling and transfer of pending devolved functions, coordination of legislative developments, and adept management of the institution's strategic plan. She has skillfully negotiated budgets, initiated workshops, and fostered positive relationships with key governmental partners.

Beyond her professional endeavours, Ms Ndwiga actively engages in community development initiatives, personally contributing to the education and rehabilitation of the disenfranchised. Her leadership style is marked by boldness, humility, and accountability.

Monicah Wambua is a Certified Human Resource Professional (CHRP-K) and a full member of the Institute of Human Resource Management of thirteen years standing. She has over 10 years of diverse experience in organizational development, corporate governance, leadership and human resource management in both public and private sectors, including 9 years in the devolution and intergovernmental relations sector.

Ms. Wambua is currently the Director for Corporate Affairs at IGRTC, responsible for management services in the institution. Previously, she worked for the Commission for the Implementation of the Constitution as a Senior Human Resource Officer for five years, and in the private sector as a trainer and consultant in the human resource profession.

She holds a Masters of Business Administration (MBA-HRM) from Kenya Methodist University, a Bachelor of Arts Degree from the University of Nairobi and a Post-graduate Diploma in Human Resource Management, alongside certifications in Strategic Leadership Development and Corporate Governance from the Kenya School of Government.

In December 2020, Ms. Wambua was conferred by H.E. President Uhuru M. Kenyatta with the Head of State Commendation (HSC) in recognition of distinguished and outstanding service to the nation.

Victor Odanga is a Public Policy specialist with over 13 years of practical experience in both public and private sector providing technical assistance on matters relating to Public Finance Management, Functional Assignment and Transfer, Integrated Performance Management, Intergovernmental Relations, Public Private Sector Dialogue for Trade and Investment, Debt Management, Regional Economic Integration, Own Source Revenue Management, and Alternative Dispute Resolution.

His experience includes working with the Kenya Association of Manufacturers (KAM), the Commission for the Implementation of the Constitution (CIC), and the Council of Governors (CoG), in various capacities. Prior to joining IGRTC, Victor was the immediate Chief Executive Officer of Expertise Global Consulting Limited (EGCL), a Kenyan Public Finance Management consulting firm.

Victor holds a Bachelor of Commerce Degree from the University of Nairobi, a Double Masters' Degree in Public Policy and Management from Strathmore University and a Post Graduate Diploma in Tax Administration from the Kenya School of Revenue Administration (KESRA). He also holds multiple training certifications in Public Finance Management, IFMIS, Risk Management, and Monitoring and Evaluation, and is a Certified Professional Mediator (CPM).

In recognition of his distinguished and outstanding service in contributing to the effective implementation of the Constitution and the Devolved System of Governance in Kenya, Victor was conferred a State Honour of Order of the Grand Warrior (OGW) by H.E. President Dr. William Samoei Ruto on 12th December 2025.

Sophie Amutavy is an Advocate of the High Court of Kenya, whose professional expertise is largely centered on legal research and development of advisories particularly in matters relating to human rights, devolution, intergovernmental relations, international relations and diplomacy, development of policy and legislative instruments, as well as undertaking strategic litigation.

She holds a Master of Arts Degree in International Relations from the United States International University (USIU), a Bachelor of Laws Degree (LL.B.) from Moi University and a Post Graduate Diploma in Law from the Kenya School of Law.

Her work experience spans various Government and Non-Governmental Organizations. She began her career in human rights, working for NGOs such as the Legal Aid Center of Eldoret (LACE), Christian Legal Education Aid & Research (CLEAR) and Kituo Cha Sheria, before moving to the Judiciary as a Legal Researcher in the Court of Appeal, and later joining the Transition Authority as a Research Officer. She currently serves as the Director of Legal Services at IGRTC.

She continues to serve on a pro bono basis as Legal Counsel at the African Court on Human and People's Rights, and has served as a member of the General Assembly of Action Aid International Kenya. Sophie is a recipient of the President's Award Kenya, having been awarded Bronze and Silver for voluntary community work undertaken in slum areas.

William Chebungei Tengecha is a highly experienced professional with over two decades in Program Design, Implementation, Monitoring, and Strategic Planning. His career spans public institutions, private sector organizations, and non-governmental entities, with a focus on policy formulation, human rights advocacy, and capacity building.

Currently, William serves as the Deputy Director of the Devolution Performance Assessment Division at IGRTC, where he leads the development of monitoring and evaluation frameworks, oversees the preparation of progress reports, and provides strategic recommendations to inform decision-making processes.

William holds a Master of Public Administration in Public Policy and Governance from the Maxwell School of Syracuse University and a Master of Business Administration in Entrepreneurship and Strategic Management from Kenyatta University, along with various certifications in conflict resolution, leadership, and management.

In his personal life, William is dedicated to community service, providing voluntary advisory and consultancy services on social justice to community organizations, and is an active participant in local education and church initiatives.

Joy Bigambo-W is an Advocate of the High Court of Kenya with over 13 years of experience post-admission to the bar. She holds a Master of Laws Degree from the University of Nairobi (majoring in Democracy and Governance), a Bachelor of Laws degree from Moi University, and a Postgraduate Diploma in Law from the Kenya School of Law. She is a member of the Law Society of Kenya and the East Africa Women Lawyers Association.

Before joining IGRTC, she was a Senior Legal Researcher at the Court of Appeal, conducting legal research and drafting briefs and opinions for judges. She has also served as Chief Executive Officer for the East Africa Women Lawyers Association, and as Director for Legal and Intergovernmental Relations at the defunct Transition Authority, leading a team providing technical advisory on legal and intergovernmental relations.

Within IGRTC, Ms. Bigambo-W previously worked as Acting Director in the Functional Analysis, Costing and Transfer and Assets and Liabilities department, coordinating the analysis and transfer of functions and assets. She has also served as a special rapporteur of the African Union for Economic, Social and Cultural meetings.

Joy is an astute lawyer with a strong grasp of matters relating to Devolution, Human Rights and Gender, and legal and program work, with strong advisory, leadership and organizational skills.

Dr. Dominic Chugani Muteshi, Deputy Director of Human Resource and Administration at IGRTC, is a distinguished professional with over two decades of expertise in Human Capital Management, Administration, Finance, and Strategic Leadership. He holds a Doctorate in Business Administration with a specialisation in Strategic Management, an MSc in HRM, a Master's in Business Administration focused on Financial Management, and a Postgraduate Diploma in Human Resources Management.

He is a registered Full Member of both the Institute of Human Resource Management (IHRM) and the Kenya Institute of Management (KIM), and is concurrently pursuing his Thesis Research for a Master of Science in Human Resource Management at Masinde Muliro University of Science and Technology.

Dr. Muteshi has held pivotal roles including Chief Officer of Public Service and County Administration and Director of Human Resource Management at the County Government of Kakamega, along with earlier positions at The College of Insurance, SACCO Societies Regulatory Authority, West Kenya Sugar Company Limited, and KK Security (K) Limited.

He has contributed eight publications to internationally recognized academic journals and is recognized for his visionary and honest leadership, known for making fair and consistent judgments.
